Environnement Le site a hébergé l'activité de stockage de fils et tricotage/tissage de la société ARDEMAILLE, au nom d'enseigne NEW MAILLE STOP, depuis son immatriculation en 1991 au registre du commerce et des sociétés (RCS), jusqu'à son arrêté d'activité en 2006. Cette société a été radiée du RCS suite à sa liquidation le 23/11/2010 (SIRET 38393030200039). Des activités de papeterie et de récupération, triage et broyage de matières plastiques propres (CEPRA, radiée du RCS en 2009, SIREN 316 560 259 R.C.S. SAINT-ETIENNE ) avaient précédé celles de ARDEMAILLE .
Une pollution du sol et des eaux souterraines a été diagnostiquée sur ce site par des diagnostics menés entre 2009 et 2010.
Le site n'a pas été réhabilité par l'exploitant.
Description M. DESGRAND a procédé à l'évacuation des déchets. Il reste sur le site :
- quelques ferrailles qu'un ferrailleur doit récupérer ;
- des bobines de tissus neuf qui sont commercialisées par M. DESGRAND ;
- des cartons qui sont également commercialisés.

Un diagnostic approfondi de pollution des sols, des eaux souterraines et superficielles a été réalisé par DEKRA Conseil le 24 août 2011 sur demande de M. DESGRAND.

7 sondages en décembre 2010 ont mis en évidence les pollutions suivantes dans les sols :
- arsenic (102 mg/kg MS) ;
- cadmium (1,14 mg/kg MS) ;
- cuivre (109 mg/kg MS) ;
- nickel (125 mg/kg MS) ;
- mercure (0,6 mg/kg MS).

19 sondages complémentaires en juin 2011 ont mis en évidence les pollutions suivantes :
- COT (32 300 mg/kg MS) ;
- arsenic (48,6 mg/kg MS) ;
- cadmium (1,04 mg/kg MS) ;
- cuivre (3 500 mg/kg MS) ;
- nickel (217 mg/kg MS) ;
- plomb (9 720 mg/kg MS) ;
- zinc (526 mg/kg MS) ;
- mercure (4,3 mg/kg MS) ;
- HAP (7,43 mg/kg MS) ;
- HCT (3510 mg/kg MS) ;
- plomb sur éluât (0,52 mg/kg MS) ;
- mercure sur éluât (0,034 mg/kg MS) ;
- sulfate sur éluât (1 470 mg/kg MS).

Les analyses de PCB dans les sols sont toutes inférieures aux seuils de détection.

Les analyses des eaux souterraines réalisées en juillet 2011 sur 3 piézomètres ont mis en évidence les contaminations suivantes :
- benzo(a)pyrène (0,08 µg/L sur PZ3) ;
- HAP somme 4 (0,23 µg/L sur PZ3) ;
- arsenic (37 µg/L sur PZ2) ;
- nickel (36 µg/L sur PZ1) ;
- plomb (85 µg/L sur PZ1 ; 91 µg/L sur PZ2 ; 88 µg/L sur PZ3) ;
- mercure (1,39 µg/L sur PZ2) ;
- PCB (0,11 µg/L sur PZ1 ; 0,27 µg/L sur PZ2 ; 0,1 µg/L sur PZ3) ;
- HCT (0,06 mg/L sur PZ1 ; 0,04 mg/L sur PZ2 ; 0,15 mg/L sur PZ3).

En conclusion, DEKRA propose, pour un usage industriel du site :
- la réalisation d’un suivi de la qualité des eaux souterraines ;
- de maintenir l’étanchéité au droit du site ;
- de garder en mémoire la contamination du site qui est principalement due aux remblais et à l’activité de l’ancienne papeterie.

Par courrier du 19 juin 2013, un récépissé de déclaration de cessation d’activité est délivré par le Préfet à M. DESGRAND. Il lui est également demandé de :
- procéder à la surveillance semestrielle des eaux souterraines sur une période de 4 ans, comme il s’y est engagé ;
- constituer un dossier de demande de servitudes.
